 On telecom bill

1) First relief package to BSNL and MTNL = Rs 69,000 crore
sanctioned in 2019 by Ravi Shankar Prasad.
 A portion of this money was spent towards the purchase of 
a) 4 G spectrum plus GST for BSNL and MTNL.
b) VRS relief for BSNL and MTNL staff.

2) Second relief package for BSNL is Rs 1.64 lakh crore
which includes an immediate cash component of Rs 43,964 crore.
Modi cabinet has approved this package on july 2022. This time 
the Minister is Mr Ashwini Vaishnav M.Tech, a technocrat. 

3) The most important things in this second package is the 
merger of BBNL (Bharath Broadband Network Limited) with BSNL.
And now BSNL has become the owner of BBNL  and thereby 
has become the custodian of the National Resource, the broadband.
Hitherto BSNL was a mere service provider but by this merger and 
acquisition of BBNL, it has become the National custodian of 
resources.

The status of BSNL was elevated suddenly to a great height. Those 
who are used to look BSNL with contempt has now changed 
their mind and started treating BSNL with reverence.     

4) BBNL: Length of OFC (Optical Fibre Cable) laid by BBNL = 
6 lakh kilometer (exactly 5,84,747 km).  Please note that BBNL was 
created with the sole aim to provide broadband connectivity to the rural India.
In rural India, there are 2.5 lakh  Grama Panchayaths and BBNL
has provided OFC to 1,87,245 Grama Panchayaths.

5) With every 10 percent increase in broadband penetration,
there will be 1.38 percent GDP growth. This is as per a study 
of the world bank.   

6) BSNL already owns a network of  6.8 lakh kilometer OFC.
Now BBNL's OFC network of 5.8 lakh km is to be added.
Adding BSNL now owns 12.6 lakh km of OFC. All other
private telcos are far far behind BSNL. Already they were far behind 
and now they have become a distant second.   

7) Reliance Jio entered the telecom industry as a service provider 
only in 2016. At that time it has a OFC network of length 
2.7 lakh kilo meter. Reliance Jio stands first among the private 
operators. For example, during the year 2016, Idea Cellular 
which has an experience of 20 years has only 1 lakh km of OFC.  
It is worth mentioning here that the OFC network of about 
2.7 lakh km laid by Reliance is NOT in the rural side but in 
urban  towns and cities.

8) Why Modi govt preferred to revive BSNL?
a) cyber security concerns.
b) more assets. More conventional assets loke buildings.
more technical assets like OFC network, Towers (BTS).
c) infrastructure in RURAL side.

The private telcos do not mind providing a minimum of infrastructure
in RURAL side. Almost they have NIL in rural side and they 
concentrate only in urban side. BSNL is alone eligible for 
receiving the USO fund and no private operator is eligible 
for receiving USO. USO means Universal Service Obligation 
Fund which is a compensation given to the telcos who 
provide telecom infrastructure in rural side especially in 
Grama Panchayats.-------------------------------------------------
