Let us weigh both pros and cons on this first. Out of the estimated target of 100% hydro carbon extraction, only lesser than 20% is going to be found in kaveri delta. Kaveri delta is the foremost cultivation area of TN. Already there are huge crisis over kaveri water and irrigation. Now on top of that hydrocarbon extraction requires few sq.km of site to setup and rig. Let's say for the wellness of India, TN agrees to sacrifice that land and inturn get benefited. A small totally unrelated for the matter in hand, but on methane challenges faced https://www.youtube.com/watch?v=GyiIBY6GO1Q Now let us come back to the topic, when they set nuclear power plant and which is run by government, that is Ok as it is run by scientists works under government, which people can believe as their intention is not showing profit to anyone but to betterment of country. On the other hand private sector is not believable when it comes to unnecessary spendings on the waste management. Out of 100% content extracted from well for hydrocarbon, 90% is only water (not sea water) and sand only. These 90% of material which came into contact with methane like gases are not re-usable for humans directly, hence it must be quarantined and kept out of reach. Coming to the point of sand and water, that too from TN, where water is already scarce and sand is already been rigged out of all places, becomes an unnecessary headache on top of existing political and geo situations. On the other hand to dispose that water and sand, govt will set certain amount of regulations, which private sector will least bother to do, bcoz spending money on waste management is the least thing any private company would do. Examples for this will vary from cloths colouring companies to million dollar Ril industries... To make shareholders happy any private sector would try to spend less on waste management. We all know how corrupted our authorities, it would take only few crores of money to be given to people on ladder to keep their mouth shut, so that the waste can be put back in near by unsafe places so that they can reduce operating cost. cases like a small earthquake or any other unforseen cracks to open upto top either 2500 feet where ground water is available or even to reach the top, the methane would be unstoppable from controlling... I would even support this, if it is entirely run by Indian government just like nuclear power plant. But wouldn't support private sector in such cases. All that they can do now is, start dwelling in under ocean bed where rest of the 90% of hydrocarbons available and leave the kaveri delta where already water, irrigation, and sand are in trouble.
