Work from home!

1) In most of the central govt offices belonging to almost all the
Ministries, practically no work from home is carried out. There is
no clear instructions in this regard So everybody is pretending
that they are working. Actually the dead work is going on.
(Dead work = the least important work).
2) What is accessed by a Deputy Secretary should be accessed by a
Section Officer. Without ensuring a decentralised access, no work
from home is possible.
3) Most of the offices or ministries do not have a secured communication
network. Departments like PMO, Nuclear power, defence etc have
their own secured network. (You might have heard about the VPN offered
by BSNL; VPN = Virtual Private Network). In the absence of a secured
network, most of the top bureaucrats hesitate to permit their subordinate
staff to have an access to the stuff. All these difficulties are related to
UNCLASSIFIED INFORMATION only. There is no need to speak
about CLASSIFIED information.
4) All the above are about the Administrative affairs and do not mean
the technical side. For example, in BSNL, a technical establishment,
most of the work is to be done physically.Work From Home is not
applicable to technical matters. The administrative work alone
is being carried but by the staff from home.
5) Now everybody in the central Govt is waiting for the clear and
categorical instructions from the DOP&Trg.

N.B: Contrary to the Govt, the big private companies including
MNCs have already started working from home.They have even
penetrated into the subject very deep. But as of now, I dont have
any information about them.
