Part-4 CONVERGENCE!

1 Convergence means convergence of all the technologies in
Telecom and Broadcasting industries with an aim to
deliver all the services through a single delivery point.
For example a telephone connection and a Television
connection will be delivered to the customer through
a single window.

2) Convergence was long thought of. On 31st August 2001,
a bill named "The communications convergence Bill 2001"
was tabled in Lok sabha. But it was allowed to lapse. This bill
envisages the convergence of technologies and services in
Telecom, Information technology and Broadcasting sectors.

3) Convergence mainly means:
a) Provision of various communication services like voice, text,
data, image, multi media and video over the existing
infrastructure or over a single transmission medium.

b) Making the same technology to offer various services

c) Introduction of a new regime viz converged licensing regime.

Convergence ordinarily means Combination of three services viz
Telephone, Internet and Television.

4) Convergence is a world wide phenomenon. In India NGN is
progressing. (NGN = Next Generation Network ie 5G).
In India the next generation communication is through
IP switch only. (IP = Internet Protocol). So there is a technical
feasibility. (Previously there were circuit switches; later packet switches
came. Hereafter IP switches will come)

5) Common man can understand convergence as follows;
A cable TV company can offer you telephone service and
internet access. Similarly a telecom company will offer you
television connectivity besides telephone services.

6) SOCIAL IMPACT OF CONVERGENCE IN INDIA

a) India is not prepared yet to have convergence with a 5G rider.
It may be a premature decision as of now.

b)  The ultra speed 5G may not have a cent percent backward
compatibility and therefore the old 2G, 2G GPRS, 2G EDGE
etc may be rendered obsolete. Further new type of mobile
handsets may be required. In India many especially in rural side
do not have SMART phones but have only 2G enabled sets
with minimum facilities like voice and sms. These people
(crores in numbers)  will be deprived of the benefits of the
proposed convergence.

c) If suitable safeguards are not ensured, data privacy will be
the first casualty. Further cyber crimes may increase. The plans of
the DoT in this connection is not made public.

d) If implemented, initially the convergence will cover only the cities
abandoning the rural side. This may create an urban-rural divide.

e) Once convergence is on, only the top level players can manage.
Heavy capex is needed. The small and medium players may not
have their due share. The time has come for the big corporate houses
to monopolise the telecom industry.
