UNBUNDLING

1) NDCP  2018 (National Digital Communication Policy) looks forward
towards Next Generation technology which includes 5G spectrum,
Artificial Intelligence etc.The objectives of NDCP can be fulfilled
only with 5G etc. DoT sources say that there is going to be an
auction of 4G at the end of this year 2020.

2) At the beginning, during mid 1990s there was service specific
licensing. i.e, one has to apply for landline licence and mobile
licence separately. During late 90s UAL (Unified Access Licence)
was introduced which includes landline, mobile etc.

The existing licence regime authorises the Telcos to offer the following
services: STD, ISD, Mobile, wireless broadband, wireless broad (mobile)
etc. Along with licence, spectrum is offered.

In 2018 a new category of "Virtual Network service providers"
is permitted by DoT and these people are not given any spectrum.
So there are two kinds of service providers, one possessing the spectrum
and the other without possessing it.

3) UNBUNDLING:
At present the licencee of UL (Unified Licence) creates his own
network (erection of towers, laying optical fibre cables, erection of
ground stations etc), maintains them and provides service to the
customers. All these functions are an integrated one.

TRAI at the behest of DoT attempts to segregate these functions.
layer by layer. i.e, network layer and service layer will be segregated.
TIt is proposed that the UL licencee will share  the service layer with
many retailers.

At present the licencee does both the functions himself. Once unbundling
is permitted, many service providers (who will be permitted to provide
service only on retail basis) will start offering service to the customers.
This is  one of the  components of UNBUNDLING.
Unbundling is not merely the sharing of the resources which is already
there in Telecom in various degrees.

What could be the possible impact of this unbundling? This would
make the UL licencees as emperors and other retailers as little kings
or Dhiwans. And it is an irony now. In addition to Unified licences
there is going to be a differential licencing; licence to provide
service only. Already in the industry there are VIRTUAL NETWORK
service providers who do not possess any spectrum.

Ultimately this unbundling may lead to the domination of big
corporate houses who dominate the industry.
