Crisis in Telecom industry!
Part-1 A brief introduction

1) BSNL was about to collapse but the govt came to its rescue
with a Revival plan and now BSNL is slowly recovering. Recently
shri P K Purwar, CMD BSNL came to Coimbatore and launched
a high tech service viz VoLTE (Voice over Long Term Evolution.
Initially thisservice is available only in selected cities in South India.
AIRCEL and Reliance com of Anil Ambani had been officially
declared bankrupt by the National Company Law Tribunal.
Rcom of Anil Ambani owes Rs 50,000 crore to the banks.
NCLT had accepted the bankruptcy petition of AIRCEL during 2018
itself and the insolvency process is nearing finalisation.
2) Telcos are collectively liable to pay Rs 1.47 lakh crore and the
Supreme Court ordered to pay the dues on or before the due date, Jan 17, 2020.
(vide Supreme Court verdict dtd Oct 24, 2019.Subsequently all the
appeals/revision etc were rejected by the apex court and with this all
the legal channels are closed and the Telcos are left with no other
option than to pay.
After the Supreme Court's verdict which went against the Telcos,
Airtel has so far paid Rs 18,000 crore in two instalments and
promised to pay the balance before the due date (March 17, 2020).
Telcos have to pay two types of dues to the govt.
a) AGR dues ( a share in AGR as determined by DoT.
b) Spectrum usage charges.
Almost all the Telcos in the industry are facing the crisis and
started taxing the subscribers already; the tariff is in the increase.
3) During 1999, the entire telecom industry was in crisis and
many companies went to the extent of surrendering the spectrum
to the Govt. The then Minister of Communications Shri Jagmohan
had ordered to encash the securities of defaulted companies.
The companies pleaded for mercy and the then PM Vajapyee
withheld the orders of Jagmohan and transferred him to the
Urban development ministry within 12 hours. This was the history.
Now in 2019-2020, the 1999 crisis gets repeated but in a more serious
manner. Every Telco in the industry suffers. The services offered to
the people of India is comparatively cheaper but the charges to be
paid to the Govt by the Telcos are HIGHER when compared with
international standards.

நேற்று கோவையில்
எங்கள் தலைவர் (CMD) அவர்கள் தொடக்கி வைத்த
VoLTE சேவையில், டயல் செய்தவுடன் தொடர்பு
கிடைக்கும். Hunting tone, beep sounds ஆகியவை எல்லாம்
முற்றிலுமாக இச்சேவையில் அகற்றப் பட்டு விட்டன.
Instantaneous connection is ensured. சென்னையில் இருந்து
14,000 கிமீ தூரத்தில் உள்ள சான் பிரான்சிஸ்கோவில்
வாழும் உங்கள் மகனுடன் பேச வேண்டுமா? நம்பரை
டயல் செய்து முடித்தவுடன் உங்கள் மகனின் குரல்
கேட்கும். இதற்கு நாங்கள் உத்தரவாதம் தருகிறோம்.
LTE என்பது மொபைல் தொலைபேசிகளில் செயல்படும்
wireless broadband குறித்த ஒரு தரப்படுத்தல் (standard).
அதாவது LTE என்பது இன்னின்ன specificationsஐக்
கொண்டிருக்க வேண்டும் என்று கூறும் சட்ட திட்டம்.
4G LTE என்றால் LTE தொழில்நுட்பத்தின்
அடைப்படையில் அமைந்த 4G என்று பொருள்.
ஒரிஜினல் 4G வேறு; 4G LTE வேறு. 4G LTE என்பது
ஒரிஜினல் 4Gயை விட சற்றே குறைந்த spec உடையது.
வோல்டே சேவை (VoLTE) என்றால் என்ன?
ஒரு குறிப்பிட்ட நோக்கத்திற்காக உருவாக்கப்பட்ட
சர்க்யூட்களில், குரல் சேவையை அவற்றின் மீது
ஏற்றி வழங்குவதே வோல்டே சேவை ஆகும்.
தரவுகளைப் பரிமாறிக் கொள்ள உருவாக்கப்பட்ட
data circuitsகளில் குரல் சேவையை அடிஷனலாக
வழங்குவதே வோல்டே சேவை ஆகும். தனித்த
voice circuitsஐ உருவாக்கும் தேவை இல்லாமலே
இருக்கின்ற data சர்க்யூட்களைப் பயன்படுத்தி
குரல் சேவையை வழங்குவது VoLTE ஆகும்.
VoIP குறித்து தொழில்நுட்பப் பரிச்சயம் உடையவர்கள்
அறிந்திருக்கலாம். அதைப் போன்றதே VoLTE.
(VoIP = Voice over Internet Protocol).
வோல்டே சேவையில் backward compatibility உண்டு.
எனவே 2G GPRS, 2G EDGE, 3G (UMTS) தொழில்நுட்பத்தையும்
வோல்டே சேவை அரவணைத்துச் செல்லும்.
அதே நேரத்தில் எல்லா handsetகளிலும் VoLTE வேலை
செய்யாது. உரிய HANDSETஜப் பயன்படுத்தவும்.
