BSNL VRS: POINTS TO PONDER

1) No union in BSNL has opposed VRS.
2) VRS package of compensation ie Ex gratia is reasonably good.
TINA factor operates.So there was a mad rush among the employees
to opt for VRS.
3) Unions should now concentrate on REVIVAL PLAN.
VRS is not the sole affair; just it is a part of the Revival plan.
4) Revival plan consists of
a) VRS b) 4G service rolling out c) asset monetization
5) Telecom is the first in India to go for a full scale of modernisation
and computerisation. Taken place during the decades of 80s and 90s.
In 1995 the telecom industry witnessed the technological revolution.
It moved from WIRED technology to WIRELESS technology.
6) All these had rendered most of the workers SURPLUS. At least
50 per cent of the work force had become obsolete.
7) But none was sent out. All were retained. It is these people
who go on VRS now.
8) The idea of VRS was first mooted by the union. Com O P Guptha
the then Secretary General NFTE came with a plan of VRS which
means Voluntary Replacement Scheme.
9) In this scheme a person who pot for retirement will bring his son
daughter as a replacement. But this idea was not accepted by
other rival unions and hence dropped.
10) In Railways especially in LOCO side, this replacement was in force
then. A driver who retires brings his legal heir in his place.
Ex gratia calculation
How much a VRS optee gets? Few examples.

Ex-1 An Executive.
A person of the middle level executive cadre (say Sub Divisional Engineer)
with age 55
with a basic pay of Rs 40,000
at the rate of existing DA 152 per cent
will get Rs 9,00,000 as ex gratia per year.
So totally he will get
Rs 45,00,000 (45 lakhs) as ex gratia.
Further he gets a pension of Rs 50,300 per month.
This Rs 50,300 will increase with every increase in quarterly DA.
Persons in higher level executive cadres will get more.

Ex-2 Non Executive side.
A Group D employee
Basic pay = Rs 20,910 DA @ 152 per cent as on october 2019
age = 50
Ex Gratia = Rs 15,41,210 (Rs 15 lakhs)
Pension =Rs 26347 per month.
Pension will increase with every increase in quarterly DA.

Ex-3 Non Executive side
A Group C employee (say a senior clerk)
Basic Pay = Rs 30600
age = 54
Ex Gratia = Rs 36,92,808
Pension = Rs 38,556
Pension will increase with every increase in quarterly DA.

NB: Please note that the maximum Ex gratia is 60 months salary.
